I believe every search engine has techniques and many algorithms to rank pages in the order they are shown on their search results page. I don’t know what exactly formula that search engine use to measure. Since it is may consider confidential and complicated formula on search engine it self.

As we know Google give sites a PR rating from 0 - 10. 0 is the lower rating and while 10 is the highest rating. These ratings are based on incoming links to your website. The more incoming links that you have the higher you’re rating position at search engine result page. However an incoming link from a site with a PR 6 increases your rating a lot more than an incoming link on a site with a PR 2. The target here is to get a whole lot of incoming links from other sites with high PR rankings as much as possible.
